“Complete Communities” is a plan created by Mayor Faulconer, his administrators and the Planning Department. Apparently, the mayor wanted an accomplishment for his last two years in office, possibly in preparation for a run for governor. This is a “top-down” plan, created by city bureaucrats and pushed upon communities.

Why would the City Council agree with a plan which strips the Council and the citizens of power, and gives it to the mayor? The mayor has asked for complete authority:

*over the Housing opt-in program via ministerial approvals.

*over Park and Rec planning via control of the crucial “points system”.
